§ 18-32. Regulatory fees.

  • (a)

    Businesses and individuals engaging in the occupation or business set forth in subsection (c) of this section must pay a nonrefundable regulatory fee. Such fee shall be as determined from time to time by the city council and listed in the schedule of fees and charges.

    (b)

    Every business, individual and location subject to payment of a regulatory fee levied by this article shall display a current regulatory fee certificate in a conspicuous place at the location for which such certificate was issued. If the taxpayer does not have a permanent location within the city, the regulatory certificate or an unaltered duplicate of such certificate shall be shown to any police officer or city clerk upon request.

    (c)

    Name of business. The names of the businesses requiring nonrefundable regulatory fees, as listed in the schedule of fees and charges, are as follows:

    (1)

    Building and construction contractors, subcontractors and workers (regulated by county).

    (2)

    Carnivals (not allowed unless sponsored by a nonprofit organization or government entity).

    (3)

    Taxicab and limousine operators (must have proof of liability insurance $50,000.00/$100,000.00/$50,000.00).

    (4)

    Tattoo artists (not allowed).

    (5)

    Stables (not allowed).

    (6)

    Shooting galleries and firearm ranges (not allowed).

    (7)

    Scrap metal processors (not allowed).

    (8)

    Pawnbrokers.

    (9)

    Food service establishments.

    (10)

    Dealers in precious metals.

    (11)

    Firearms dealers (principal type of business only).

    (12)

    Peddlers.

    (13)

    Parking lots.

    (14)

    Nursing and personal care homes (regulated by county).

    (15)

    Newspaper vending boxes (no fee).

    (16)

    Modeling agencies.

    (17)

    Massage parlors (not allowed).

    (18)

    Landfills.

    (19)

    Auto and motorcycle racing (not allowed).

    (20)

    Boardinghouses (not allowed).

    (21)

    Businesses which provide appearance bonds.

    (22)

    Boxing and wrestling promoters (not allowed unless sponsored by a nonprofit agency or government entity).

    (23)

    Hotels and motels (no fee).

    (24)

    Hypnotists (not allowed).

    (25)

    Handwriting analysts (not allowed).

    (26)

    Health clubs, gyms and spas (no fee).

    (27)

    Fortunetellers (not allowed).

    (28)

    Garbage collectors.

    (29)

    Escort services (not allowed).

    (30)

    Burglar and fire alarm installers (regulated by county).

    (31)

    Locksmiths (regulated by county).
