§ 50-91. Required.
(a)
No person shall organize, conduct or participate in any parade, picket line, fund-raising event, group demonstration or outdoor group assembly in or upon any street, sidewalk, alley or other place within the city unless a permit therefor has been issued by the city in accordance with the provisions of this article.
(b)
This article shall not apply to:
(1)
Funeral processions;
(2)
Students going to and from school classes or participating in education activities where such activity is under the immediate supervision and direction of proper school authorities;
(3)
A governmental agency acting within the scope of its functions; or
(4)
Regular church services on church premises, except for tent revivals and other outdoor activities which fit the definition of outdoor group assembly.
